Overview

JWTC LLC was engaged by the City of Baltimore Department of Public Works for emergency snow and ice removal operations in response to the February 2026 winter storm. Operations ran continuously from February 1 through February 10, with 24-hour coverage across the city.

This summary provides an overview of the work performed, equipment deployed, and operational highlights for the duration of the engagement.

Mobilization & Timeline

JWTC responded within hours of activation and maintained continuous operations for the duration of the event, including weekends and overnight shifts.

Equipment Deployed

At peak operations, JWTC had the following equipment on the ground running two 12-hour shifts daily:

Over the 10-day event, JWTC logged 3,577 total operator shifts across all equipment types.

Scope of Work

JWTC crews performed the following services as directed by DPW:

• Snow removal from residential streets, alleys, and priority routes throughout the city
• Snow hauling via dump trucks to city-designated dump sites including Pimlico, Loch Raven & 33rd Street, Echo Park, Old Town Mall, and others
• Salting operations across multiple city zones using salt from DPW-designated domes
• Priority clearing for emergency access, disabled residents, elderly care facilities, and routes needed for city services (trash collection, school access)
• Quality control inspections — dedicated QC personnel rode routes to verify clearing standards
• Community cleanup including alley clearing and neighborhood-specific requests
• Dump site management including organization of staging areas and snow dump locations during demobilization

Work was performed in coordination with DPW staff including daily reporting of equipment counts, route status updates, and real-time response to priority requests.

Operations Highlights

24-Hour Coverage — Day shifts (approximately 8:00 AM – 8:00 PM) and night shifts (8:00 PM – 8:00 AM) ran continuously from Feb 3 through Feb 10, ensuring uninterrupted clearing operations.

Rapid Scale-Up — JWTC scaled from 21 units on Day 1 to over 400 units by Day 6, mobilizing crews and equipment from multiple states to meet the city's needs.

Multi-Zone Operations — Crews operated across all city zones simultaneously, with staging areas at M&T Stadium Lot B, Bowley's Lane, 3300 Edison Highway, and other locations as designated by DPW.

Real-Time Coordination — JWTC maintained constant communication with DPW, providing equipment counts and status updates multiple times daily (7:00 AM, 2:00 PM, and 6:00 PM reporting cadence as requested by DPW).

Safety — Operations were conducted under challenging conditions including extreme cold, limited visibility, and urban safety concerns. JWTC prioritized crew safety throughout the event.

Summary

JWTC deployed a large-scale workforce and equipment fleet to support the City of Baltimore's emergency snow removal needs over a 10-day period. Operations were conducted around the clock, in direct coordination with DPW, and scaled to meet the demands of the event as they evolved.

The attached invoice reflects the equipment hours and services provided during this engagement per the terms of our contract and Amendment 1.
