JWTC LLC was engaged by the City of Baltimore Department of Public Works for emergency snow and ice removal operations in response to the February 2026 winter storm. Operations ran continuously from February 1 through February 10, with 24-hour coverage across the city.

JWTC crews performed the following services as directed by DPW:
Work was performed in coordination with DPW staff including daily reporting of equipment counts, route status updates, and real-time response to priority requests.
24-Hour Coverage — Day shifts (approximately 8:00 AM – 8:00 PM) and night shifts (8:00 PM – 8:00 AM) ran continuously from Feb 3 through Feb 10, ensuring uninterrupted clearing operations.
Rapid Scale-Up — JWTC scaled from 21 units on Day 1 to over 400 units by Day 6, mobilizing crews and equipment from multiple states to meet the city's needs.
Multi-Zone Operations — Crews operated across all city zones simultaneously, with staging areas at M&T Stadium Lot B, Bowley's Lane, 3300 Edison Highway, and other locations as designated by DPW.
Real-Time Coordination — JWTC maintained constant communication with DPW, providing equipment counts and status updates multiple times daily (7:00 AM, 2:00 PM, and 6:00 PM reporting cadence as requested by DPW).
Safety — Operations were conducted under challenging conditions including extreme cold, limited visibility, and urban safety concerns. JWTC prioritized crew safety throughout the event.

Four on-site supervisors provided field management and coordination with DPW staff throughout the event.
JWTC deployed a large-scale workforce and equipment fleet to support the City of Baltimore's emergency snow removal needs over a 10-day period. Operations were conducted around the clock, in direct coordination with DPW, and scaled to meet the demands of the event as they evolved.
